A lifelong Fairfax resident, immigrant, small business owner, and three-term Fairfax City Councilmember — ready to serve our community in Richmond.

Thank you for visiting my campaign website. With Delegate David Bulova’s appointment to the incoming administration, our community now faces a special election to choose our next representative in the House of Delegates. I’m running because I believe in public service, in respectful leadership, and in the power of bringing people together to solve problems.

From Springfield to Fairfax County to Fairfax City, this community raised me, shaped my life, and gave my family every opportunity. I would be honored to earn your support in the Democratic firehouse primary and in the special election.

ABOUT SO LIM

Bringing Experience to Leadership

My name is So Lim, and nearly my entire life in America has been spent right here in Virginia — especially in Fairfax County, Springfield, and Fairfax City, where I’ve lived since 2000.

My family immigrated to the United States in 1977, settling first in Springfield. Like so many immigrant families, we worked hard, built our lives here, and became part of a community that welcomed us and allowed us to thrive. I have owned and operated a small business for over 35 years, serving families and businesses throughout Northern Virginia.

I had the honor of serving three terms on the Fairfax City Council, where I worked on issues including public safety, school support, transportation, land use, and community services. During my time on Council, I earned a reputation as someone who could build relationships with everyone, regardless of political leanings or personal differences.

When tensions ran high or when the council became divided, I was often the one who could walk across the room, talk with every member, and help bring people back together. I believe deeply in listening, respect, and collaboration — and I believe that Richmond needs more leaders who embody those values.

I also served as President of the Korean American Association of the Washington Metropolitan Area, where I worked to strengthen outreach, civic engagement, and support for small businesses and immigrant families.

Today, I’m stepping forward because I know this community, I love this community, and I am ready to represent it with integrity and heart.

Issues

Our Priorities - Focus on Real Solutions

✔ Strong Public Schools
Every child deserves an excellent education, and every teacher deserves the resources and respect they need to succeed. I will always support strong, well-funded public schools, mental health resources for students, and programs that help families thrive.

✔ Transportation & Quality of Life
Traffic and congestion continue to impact families across Fairfax City and Fairfax County. I will champion transportation improvements, transit expansion, pedestrian safety, and infrastructure investments that make life easier for everyone.

✔ Supporting Small Businesses
As a small business owner for 35+ years, I understand the challenges entrepreneurs face. I will work to reduce unnecessary barriers, support economic growth, and strengthen local businesses that form the backbone of our community.

✔ Protecting Rights & Democracy
I will always defend reproductive freedom, voting rights, civil rights, and equal protection under the law. Democracy works best when every voice is heard and every vote is counted.

✔ Safe, Healthy, Thriving Communities
From seniors to young families to new immigrants, everyone in our district deserves to feel safe, supported, and represented. I will advocate for community services, healthcare access, senior supports, and public safety initiatives that keep our neighborhoods strong.

✔ Leadership That Works Across Divides
I’ve built a career on bringing people together. In Richmond, I will continue to work respectfully with colleagues from all backgrounds — because real progress requires collaboration, not division.
